17. An agency may, by by-law, set for the benefit of any person an annual lump sum fee to travel in a ZEC not to exceed $90.68. Such fee includes that of the spouse and minor children.
The payment of the lump-sum fee does not exempt the person paying it from paying the fee referred to in subparagraph 2 of the first paragraph of section 16.
